Heard Mr. S. Rupachandra, learned senior counsel
assisted by Md. Sahidur Rahaman, learned counsel appearing for the
petitioners ; Mr. BR Sharma, learned CGSC appearing for respondent
No. 1 and Mr. Niranjan Sanasam, learned GA appearing for
respondent Nos. 3 & 4.
[2] At the outset, learned senior counsel appearing for the
petitioners submitted that the petitioners have filed a representation
dated 18-10-2024 to the Special Chief Secretary/Chief Executive
Officer, MSRRDA, Government of Manipur (Respondent No. 3 herein)
for redressing their grievances and that the present petition as well
as the connected applications can be disposed of by issuing a simple
direction to the respondent No. 3 to consider the said representation
on its own merit and strictly in terms of the applicable rules and to
dispose of the same by issuing a speaking order as early as possible.
[3] Mr. BR Sharma, learned CGSC and Mr. Niranjan Sanasam,
learned GA appearing for the respondents fairly submitted that since
the prayer made on behalf of the petitioners confine to only
consideration and disposal of the representation submitted by the
petitioners, they have no objection in disposing of the present
petitions as prayed for on behalf of the petitioners.
[4] In view of the limited prayer made on behalf of the
petitioners, this Court is of the considered view that interest of justice
will be served by issuing the following directions :-
(i) The Special Chief Secretary/Chief Executive Officer,
MSRRDA, Government of Manipur (Respondent No. 3
herein) is hereby directed to consider the said
representation dated 18-10-2024 submitted by the
petitioners on its own merit and strictly in terms of the
applicable rules and to dispose of the same by issuing a
speaking order as early as possible.
[5] With the aforesaid directions, the present applications as
well as the petition are disposed of.
[6] A copy of this order be furnished to the counsels
appearing for the parties through their WhatsApp/email during the
course of the day.
