                             Heard Ms.Th.Babita, learned counsel for the          
                   petitioners, Mr.Kaminikumar, learned counsel for respondent No.1
                   and Mr.D.P.Sahu, learned counsel for the Manipur University.   
                             Petitioners, 11 in numbers, approached this Court for
                   setting aside the impugned order dated 26.6.2024 passed by the 
                   Registrar, Manipur University on the ground that it is not a speaking
                   order in terms of this Court’s direction dated 28.08.2023 passed in
                   WP(C) No.235 of 2022. The petitioners, who are contract employees
                   in the Manipur University, earlier approached the Manipur University
                   for regularising their services and representations submitted were
                   not disposed and approached this Court by way of WP(C) No.235 of
                   2022 and this Court vide order dated 28.8.202 directed the Manipur
                   University to pass a speaking order in terms of the relevant   
                   Recruitment Rules/guidelines within a period of three months.  
                   Accordingly, order dated 26.6.2024 was issued by the Manipur   
                   University disposing the representations submitted by the      
                   petitioners. However, on perusal of the impugned order, it is seen
                   that the same is not a speaking order in terms of the Recruitment
                   Rules and the University cannot pass any order as the Committee
                   formed vide order dated 17.11.2023 by the Registrar, Manipur   
                   University could not reach a final decision in its meeting.    

                             This Court is of the view that the writ petition can be
                   disposed of by issuing direction to the Five Member Committee  
                   formed vide order dated 17.11.2023 issued by the Registrar,    
                   Manipur University to decide the matter within a period of 4 (four)
                   months from the date of receipt of this order. Thereafter, the 
                   University shall pass a speaking order in terms of the decision of the
                   five member Committee within a further period of two months.   
                             With this observation, the writ petition is disposed of.
                   It is made clear that this Court does not express any opinion on the
                   merit of the case.                                             
                             Misc case also stands disposed of.
