                             1. Considering the facts stated in the petition and the relief
                             prayed for which is alleged to be in public interest but without
                             entering into the merits of the issues raised and dispensing
                             issuance of notice to opposite party no.10, we dispose of this
                             petition with liberty to the petitioners to approach the concerned
                             opposite parties raising his grievance purely in public interest
                             which shall be considered and after due verification of facts in
                             the light of the relevant rules and the law on the subject and
                             after hearing the affected parties, a concerned decision shall be
                             taken but with promptness say within two months.     
                             2. With these observations/ direction, the petition is disposed
                             of.
